Get Kanto Starters:

You can get Bulbasaur, Charmander, or Squirtle by visiting Professor Oak in his lab once you’ve beaten all sixteen Gym Leaders and Red on the top of Mt. Silver.
Watch out when taking down the latter, though; with all Pokemon in the 80’s, he’s the toughest non-“Lv. 100-All” trainer of all Pokemon games (tied with only himself in Gold and Silver).

Get Hoenn Starters:

As with the Kanto Starters, you can obtain Treecko, Torchic, or Mudkip after collecting all 16 Badges and defeating Red on the peak of Mt. Silver. Talk to Steven in the Silph Co. building to claim one.

Get Extremespeed Dratini:

To get a Dratini with Extremespeed – which it can’t normally learn – go to the Dragon’s Den after defeating Clair and earning your Rising Badge. Talk to the Elder on the pedestal. He will ask you five questions; answer them respectively: first answer, first answer, third answer, first answer, second answer.
Clair should come in, then leave. Go outside and follow her to shore. She’ll give you the TM Dragon Pulse. Return to the Dragon’s Den and talk to the Elder on the pedestal to receive a Dratini with the special move Extremespeed. (if it doesn’t know Extremespeed, your answers were off)

    • Yes. The easiest way is to use Headbutt on trees in Viridian Forest (in Kanto), but you can also find higher-leveled ones in the Safari Zone after beating the game. They’re more rare, though.
